About the index and data

RBII V.1 combines rent-burden rate, severe-burden rate, affected-household count, affected-household density, and a large-tract adjustment. Higher scores indicate greater relative geographic priority for planning and closer review.

National RBII supports comparisons across the 50 states and D.C. Within-state RBII identifies locally elevated priority and must not be compared across states. Puerto Rico is scored only within its own jurisdiction.
